Human Head Studios is hiring for an unannounced open-world title, according to multiple job listings. The game is said to be within the mystery genre and will be played in third-person.

Two job listings on the studio's website ask for programmers who have "experience with open world and third-person games."

Another listing is searching for a Senior Writer who has "experience crafting stories in the mystery genre" and "experience writing for video games, including open world games."

While Prey 2 development has stumbled into uncertainty, it's likely these adverts are focusing on a different title.

Sounds like being a gaming programmer these days is much like being an actor - you're always going from job to job, looking at adverts and 'auditioning'.
On-topic, I can't say if this is a good thing yet, as try as I might I just couldn't get into the original. No matter how many times I tried playing (something to do with the poo-stained walls? I don't know).

Is this game ever going to be released, or is this going to be the same as Duke Nukem: Forever?

I enjoyed Prey, but hearing news about a Third Person title of Prey worries me a bit. I am sure that the game will be good, but none the less, I would prefer it not being Third Person.
