Microsoft will be continuing its Xbox 360 policy of not allowing independent developers to self-publish on the Xbox One on Xbox Live Arcade. They must have a publisher with either Microsoft or a third party company.
According to general manager Matt Booty, "we're going to continue to explore new business models and new ways of surfacing content. But Microsoft Studios is a publisher that works with a wide range of partners, as do a lot of other people, to bring digital content to the box."
Developers may make games for the Xbox Live Indie Games, but the situation is murky now that retail, XBLA and indie games will be categorized, though indie games have been defined by their low price and lack of Achievements.
