Not just an add-on.
This expansion pack is a real one. I've already seen the new GDI air units (very powerful), and have read specs on the several other new units for the game. The maps will take place over all zones including the original Blue Zones so it looks like it will be a right good time for smash-em up RTS, C&C style.
