Sometimes I think we should add an option for file authors to only allow downloads to people that are members and that have posted a comment and rating for the file. Something along those lines. As people aren't really eager on providing the feedback. This would be only on author request. Thoughts? :)

I wouldn't force users to comment, maybe just display a message that says "Please help in improving this mod by rating the file and posting a comment." Or something like that. Also the downloads only for people registered at SI is a good idea.
