Just Unpack this file (its heavily compressed) and place it into this directory.
"C:\Program Files\Microsoft Games\Gears of War\WarGame\CookedPC\Maps\CustomMaps"
if you dont have the CustomMaps folder just create one named CustomMaps in the maps directory. simple

these can only be played Online through Live List Play and only 1
map can be played at a time (ranked), NOTE: these dont show up in
Player/ranked Matches only Live List Play , to change map is simple,
exit to main menu and repeat process
