Copy "SFe.ide" and "SFe.IPL" into the folder
"...\data\maps\SF" and if you want the textures, too,
open "gta3.img" with "IMGTool" and replace
"motel01sign.txd" and "oldgarage_sfse.txd"
with those in this rar.
