My experience with the game so far could make me give it a 4 just as easily as a 9. It all depends on how much slack you're going to cut it at this time and how you can see it evolve in to something reaally good in the near future.
If your vision gets troubled too much by the downsides you end up finding it well below average, like reviewers on other websites do.
I'd say: wait a few months till some (serious) patchwork is done, and then buy it if you're into this stuff. You won't be disappointed.
