Settlement Changes
ˇ Unit recruitment depends on barracks

ˇ Castles-Citadels have 1-2 free upkeep
ˇ City growth slightly reduced
ˇ Slightly lowered law bonus in cities

ˇ Early/Late Generals rarely recruitable in castles/citadels
