Taxes imposed upon colonies were almost exclusively excise taxes, such as a tax on sugar. This type of indirect taxation, or rather differential taxation, produced less tax revenue than more direct methods which were difficult to enforce and produced greater hostility from the populace. Consequently, colonial RGO effectiveness is reduced.
Production increasing technology (steam turbines, mechanized slaughtering blocks etc) no longer apply to colonies. The destitute masses in West Africa did not have the means or know-how to employ steam engines, electricity etc. The only exception to this are mines, as they were often run by large companies with the capability of employing such tech.
Colonies in Asia and Africa were subject to overwhelming monopolization of trade by colonial companies. Freedom of trade was a joke in these places and now that is reflected by the Freedom of Trade tech not applying to them.
Additionally, the assimilation rate has been reduced by 60%. If you want to turn your colony into a state and get rid of the RGO penalties you will have to get the majority of your culturally acceptable bureaucrats from immigration rather than assimilation.
All in all this makes colonization a more time-consuming and expensive proposition, which it should be. To turn a colony into a state is now a grand achievement, not a mere prestige trifle.
This mod also includes a fix for bureaucrats going above 2% of a state population and clergy going above 4% of the state population, as the developers originally intended but wasn't functioning due to mistakes in the pop promotion factors.
Install
Installation is simple. Just extract the folder using winrar then copy the common, events, localisation, and poptypes folders into your main Victoria 2 directory. It should ask you to replace a bunch of files, say yes to all.
